Data Center & National Digital Infrastructure
My long-term goal is to build the first modern, world-class data center and national digital infrastructure for the Dominican Republic
Vision
My long-term goal is to build the first modern, world-class data center and national digital infrastructure for the Dominican Republic. This will be a major step towards the digital sovereignty of the Dominican Republic and the Caribbean region.
What I want to help create
- government services that work instantly
- data that moves securely and intelligently
- citizens who have one digital identity that works everywhere
- AI as part of the national infrastructure
- businesses that no longer depend on foreign clouds
I’m committing to start this path now — slowly, intelligently, step by step. Learning the systems, understanding the energy, building the relationships, creating the companies that will naturally connect to this infrastructure, and preparing myself for the moment when this becomes possible.
Why I want to build this
Because I think big.
Because the DR wants this more than another social media app.
Because our country depends too much on foreign infrastructure.
Because I believe we can compete — not by copying Silicon Valley, but by building the infrastructure that future Ibero-America will want.
This is not about politics. I hate geopolitics. This is about self-reliance, modernization, and opportunity.
The Seven Pillars of the Dominican Digital Future
The mission consists of five integrated pillars, all built inside the DR.
Pillar 1 — The National Data Center (Sovereign Compute Core)
A Tier III+ sovereign facility that anchors the country’s digital infrastructure. Starting at 10 MW and scaling to 40 MW, powered by solar + LNG + battery redundancy, dual fiber routes, and bank-grade security.
This is the physical heart of the nation’s digital power: hosting government systems, national AI models, secure data registries, cloud services, and private-sector compute. It is the base layer on which every other pillar stands.
Pillar 2 — The Dominican National Cloud (Own the Future)
A vertically integrated cloud built on top of the data center — the DR’s first sovereign compute layer. Includes:
- compute & GPU nodes
- object & block storage
- managed databases
- serverless functions
- government-only networks
- secure multi-tenant environments
- disaster-resilient architecture
- disaster recovery zones
This platform allows the Dominican Republic to run its future on Dominican infrastructure — reducing dependence on foreign clouds and unlocking innovation for ministries, hospitals, universities, banks, fintech, logistics, and startups.
Pillar 3 — National Digital Identity (One Identity for Life)
One secure, unified identity for every Dominican across: banking, health, taxes, education, police services, licensing, employment, and social programs. A single login for the entire country — encryption-first, privacy-first, and built for biometric security and verifiable credentials. This eliminates bureaucracy more than any other technology.
Pillar 4 — Government API Layer (The Digital Nervous System)
A national interoperability framework connecting every ministry and public institution.
- standardized data schemas
- a national API gateway
- event-driven communication
- digital signatures & verifiable credentials
- shared registries where necessary
- internal secure networks for seamless communication
- automated logs and transparency
This eliminates "vuelva mañana," duplicate data, manual paperwork, physical signatures, and ministry-to-ministry inefficiencies — The government becomes one connected organism.
Pillar 5 — AI-Native Public Services (A Government Built for the 2030s)
AI is treated as core infrastructure, not a tool.
- document verification
- fraud detection
- public safety analysis
- traffic & logistics optimization
- case automation
- national chat interface for all services
- disaster prediction & early warnings
- health diagnostics & scheduling
Pillar 6 — Digital Public Education (21st-Century Schools for Every Dominican Child)
The national data center and cloud become engines for modern public education. Every Dominican child has access to:
For Schools:
- universal internet access
- cloud-based curriculums
- national learning portal
- AI tutoring for every student
- virtual labs & digital libraries
- devices and access programs for low-income communities
For Universities:
- access to GPU clusters & HPC environments
- research cloud spaces
- national datasets for science, medicine, environment, and AI
- partnerships with government and industry
- cybersecurity and cloud engineering academies
This pillar develops the human capital that will operate and expand the country’s digital future for decades.
Pillar 7 — Digital Public Sector (A Framework for the Private Sector)
A framework connecting the new infrastructure to the private sector, startups, and future industries.
- national registry of open datasets
- startup sandbox environments
- APIs for public transportation, energy, tourism, finance, and health
- digital-first incentives for tech companies
- cloud credits for researchers and entrepreneurs
- manufacturing & logistics modernization
- digital export economy initiatives
This pillar ensures the DR becomes a hub for technology, science, AI, nearshore engineering, and digital services across the Caribbean and Ibero-America — driven by a new ecosystem of companies built on national infrastructure.
One day, this infrastructure will outlive me — but today, it begins with me.
This is not about politics. I hate geopolitics. This is about self-reliance, modernization, and opportunity. carried forward by the legacy of those who dreamed and built before my time.
